Cllr Stephen Cowan has been the Leader of the London Borough of Hammersmith & Fulham (H&F) since 2014. Under his leadership, H&F has developed a national reputation for its bold approach to change. In 2017, Stephen established a ground-breaking industrial strategy partnership with Imperial College London (ICL) designed to make H&F a global hotspot in STEM and creative industries. He launched the second chapter of the Upstream London industrial strategy in 2024 which includes the Pathway Bond which connects young people with opportunities to explore careers in STEM — from work experience to workplace visits and mentoring.
